Partner Programs for Education Assistance
The Reform Alliance
The Reform Alliance is a nonprofit organization dedicated to ensuring every K-12 student in Arkansas has equal access to quality education. In fulfilling our mission to create a parent and community lead network, The Reform Alliance relies on our Community Engagement Associates to build and maintain relationships with citizens statewide. We believe this grassroots approach is the best way to engage those willing to give of their time and resources to improve the quality of educational opportunities for children throughout Arkansas.
Programs:
Arkansas Children’s Educational Freedom Account (EFA) Program: provides flexible funding to families who find that a traditional public school does not meet their students’ specific educational needs. Families who choose to participate in this program will have 90% of their child’s state education funding deposited in an online Educational Freedom Account. State educational funding in 2022-23 was $7,413. Parents can then use that funding to pay for approved school expenses, such as tuition at an eligible private school.
Philanthropic Investment in Arkansas Kids: provides resources for families who need access to additional education options.
The Learning Center
A primary goal of this program is to teach these adults functional life skills needed for personal independence in caring for themselves and their environment and accessing the community.
Programs:
Adult Development Day Program:
The Learning Center of Northeast Arkansas, Inc also offers a daytime treatment program for adults with developmental disabilities. This program is designed for adults 18 years and older and offers:
- Activities of daily living skills
- Basic life skills
- Social inclusion
- Community outings
- On-site nursing
- A food program offering breakfast, lunch, and snacks
- Transportation assistance
We are a licensed and insured behavioral development center with over 60 years of experience.
H.O.W.L Transition Program
The H.O.W.L. Transition Program provides the A-State experience to students. The H.O.W.L. Transition Program also provides support to students who may need: Mentoring Social Skills Career Planning Independent Living Skills Tutoring

Why do We do it?
Project Care is a wonderful collaboration of programs, specialists, and special education teachers in our community who share a vision to enrich the lives of our special needs population. We do this through advocacy, education, and legislation because everyone deserves the same opportunities.
Our goal is to bring awareness, provide resources, and education services, and be a part of the legislative process that will improve the overall quality of life for our Special Needs Population.
